Wetlands are among the most productive ecosystems on the earth. They are very important in terms of their ecological, economic, cultural and recreational values. These ecosystems support a wide variety of flora and fauna of economic value providing a wide range of goods and services as well as income-generating opportunities to the local people. Rampur Ghol which covers an area of 15 hector is situated in the premises of Institute of Agriculture and Animal Sciences (IAAS) popularly known as Rampur campus. This baseline study of Ghol was conducted to identify the physical, chemical, biological, socioeconomic and management aspect of the area for its future management plan. Vegetation analyses, water quality assessment, socioeconomic survey, Key Informant Interview (KII), Focus Group Discussion (FGD) were used to collect the required data.  The study was conducted in December 2010. The study refers that the health condition of the Ghol area is sound and its water quality is not polluted due to any natural factors. Herbs are dominating the area and among them some new species are invasive in recent years. The area is used for fodder, fuelwood, wild vegetable, recreational, religious, grazing, medicinal plants, and irrigation. Darai community is found to be primarily dependent on fishing in the Ghol area.<br />
The Ghol area is very important for scientific study, research and development for enhancing ecosystem services to the communities and could be developed as a wetland laboratory. Water is a key element in sustaining human and environmental health.  Healthy ecosystems are sustained by good water quality, which leads to improved human well-being. Due to over population and negative impacts of human being on the environment, the water quality and quality both are getting worsen. World Water Day is held annually on 22 March as a means of focusing attention on the importance of freshwater and advocating for the sustainable management of freshwater resources. An international day to celebrate freshwater was recommended at the 1992 United Nations Conference on Environment and Development (UNCED). The United Nations General Assembly responded by designating 22 March 1993 as the first World Water Day. Each year, World Water Day highlights a specific aspect of freshwater. This year UN-Water has dedicated World Water Day 2011 (WWD 2011) to the theme Water and Urbanization, with slogan Water for Cities: Responding to the Urban Challenges. Since 2009, Nepal National Water Week is being celebrated in Nepal to commemorate the World Water Day (March 22) and World Meteorological Day (March 23). Online discussion on “Urban Water” was one of the components of the Week which was conducted from 6 to 20 March 2011. Three different sub-themes were discussed in the 15 days period. The program was organized to create awareness in sustainable management of water resources by brainstorming discussion among the different stakeholders with virtual platform. The Earth Summit, a blue print for sustainable development, had given clear roadmaps for long term and environmentally friendly development to the world leaders but the question is how much of it was achieved and what are the obstacles over there.  It’s almost 20 years ago since the Earth Summit and many nations are planning their presence to the follow up meeting Rio+20. The earth is continuously under stress due to an explosive growth in population demanding more and more energy resources, inequitable and non-uniform distribution of wealth, unsustainable consumption and production mechanisms, ineffective governance, gender inequality and individual differences in terms of facing impacts and responding to them as well as new challenges being added to the list every year requiring different and effective ways to deal with them.<br />
Considering the fact that youth have power and should be empowered with policy dialogue,<a href="http://www.icimod.org/"> ICIMOD</a>/APMN and <a href="http://smallearth.org.np/">The Small Earth Nepal</a> (SEN) are organizing a three weeks long virtual consultation among youth in South and Central Asia focusing to sustainable development. In the consultation, three different themes are discussed in each week, those are:<br />
1.	After 20 years of Rio – where do we stand? What are the new issues and challenges?<br />
2.	Looking at the green economy for low carbon future in the context of poverty alleviation and sustainable development, and<br />
3.	Environmental laws and governance for establishing an institutional framework for sustainable development in.<br />
One is raising an issue, another is adding opinion and the next is presenting contradiction on it, a healthy and live debate and discussion.  The youth voice will be presented to the World Leadership Conference, Singapore which is believed to pave youth road for Rio+20 in the next year. </p>
<p><strong>Second Week Discussion Summary</strong><br />
The theme of the week was <strong>“Looking at green economy for low carbon future in the context of poverty alleviation and sustainable development”</strong><em>. More than 150 youth have raised their issues, concerns in the week for the theme.<br />
The new concept, green economy, is still is in development/incubation stage so its comprehensive analysis is necessary before switching towards. The term “Green Economy” incorporates many sectors and issues in the Earth so it is like a Green Umbrella giving shelter to the Earth.<br />
Even after 20 years of the Rio Summit, the situation of our planet has not improved. Too large footprint of richer people has become a serious concern. We should have equal distributions of resources and opportunities, adoption of sustainable lifestyles to make sure that we hand over the Earth to the next generation in the condition at least what our parents did to us.<br />
As we all know, before playing a musical instrument, fine tuning is necessary. If we assume the green economy is an instrument then poverty alleviation, improved livelihoods, equal share of resources are keys of the strings. Proper tuning is required to play the soft and lasting of the sustainable development music, that is the main purpose. Some indicators of green economy are use of renewable energy, transformation of waste to energy, green cities with sustainable transport, green jobs, efficient water supply system, organic farming and eco-tourism etc.<br />
Developing a “green low carbon society” is a great goal but what can be the realistic rate of developing it to a level that enables up to arrest if not reduce global, national or local CO2 and other key greenhouse gas emissions? It would be like trying to fill a bucket of water when a hole at the bottom allows more water to leak out than is put in.<br />
“The resources are enough for everybody’s need but not for greed”, as of Mahatma Gandhi, so the resources in the Earth should be used wisely ensuring that the present use of them will not affect their use in future.<br />
Energy is the major driver for the green economy so the concept of bio-fuels, solar powers, wind mills, decentralized micro-hydro projects are potential in South Asia as many parts are occupied by villages in remote areas of the region. But, there is a large gap of research for their proper harnessing for benefiting the community, so the time has come to go for the action oriented researches. Agriculture, forestry and tourism are the backbones of the economy in South Asia so those three sectors should be “Green” at first for ensuring the green economy is tuning well. On the other hand, due to unstable economy and research gap, switching to green economy is a bigger challenge for South Asia. Moreover, the situation of money flow by the donors is not in favor of achieving development for a long run, people are going to be dependent to others. The donor oriented programs are like heavy discharge in river immediate after rainfall and completely dry if no rain. Therefore, donor oriented programs should be shifted to the self sustained one, so there should be “an exit strategy” to reduce the foreign fund in development sectors. On the other hand, if we are compelled to accept development donation, so we should have planning on which sectors are needier. Sustainable development should come from the grassroot level and if the communities are motivated properly and directed and structured with some guidance and support, then sustainability is no longer a question. Unfortunately, being the citizens of developing countries, we are enjoying remittance economy by exporting youth to other countries, for short term, it may seem good but in the long run whom shall the country rely on? A big question arises.<br />
Upland people are conserving the environment and the resources and the lowland people are getting benefited so there should be strong mechanisms for Payment of Ecosystem Services (PES) among those upland-lowland communities.<br />
Few examples that can be replicated in this region towards the green economy are production of ethanol which substitutes the use of fossil fuels as the ethanol can easily be produced from the waste straw of rice and wheat which are abundant in this region. Also, one more example is “Car Pooling” system, which is like travelling all the staffs of a company in a single vehicle, in which one pays for fuel, another for hiring the car and so on, which eventually reduces the number of vehicles. Also, the region consists of many barren areas and fast growing species of plants can be planted in those barren lands to increase livestock productivity, which enhances the livelihood of the farmers and also contributes for the slope stabilization in the regions reducing soil erosion in the fragile ecosystem. Farming of medicinal plants by mountain community has a great potential for a source of economic development in the rural communities. In case of tourism which is a major industry in this region, there should be Tourism Impact Assessment (TIA), a step forward in this context, for sustainable tourism development which should also consider the traditional norms, knowledge and practices. We have lots of resources to be explored. There should be licensing mechanism for harvesting the medicinal herbs in our localities and should make sure that we are not selling the indigenous knowledge to the tourists randomly. Majority of tourism places are facing problems related to pollution and poor sanitation. Therefore, it is better shifting towards village level tourism where the waste can easily be managed and the livelihoods of the local people be enhanced. Women’s role in mountain tourism should be acknowledged and they should be empowered for promoting ecotourism business as they are pivotal joint of society. Eco-tourism should also be looked through trans-boundary tourism mechanisms as there is no boundary for natural beauties.<br />
Green economy gives rise to green jobs. The steps for transition towards green jobs are that the workers need to be trained for efficient use of resources by providing on-the-job or off-the –job trainings, strong relationship among renewable energy industries, training providers and universities to support the sharing of knowledge. Strengthening of private sectors, public private partnership (PPP), and linkage of client, company and financing institution are needed to achieve the long term sustainability in development sectors. The economy of developing countries is growing however their capacity to develop and use of new and advanced cleaner technology is very limited. Therefore, there should be technology transfer mechanism from developed nations to the developing nations which is also a way for re-uniting between developed and developing countries but at first the developing nations should try to explore those technology and their alternatives within themselves.  For example, they have lots of technologies and resources for the construction of green roads by using bioengineering techniques but the big question is how efficiently they are using the technologies. We should follow the green technologies with our elders otherwise there is high chance of loss of indigenous knowledge as only few people are practicing them. On the other hand, numbers of technology available are currently confined to laboratories so that research outputs do not have much impact on society directly and brained scientists have been migrating towards developed countries for better opportunities.<br />
Hence, it is high time to start Green Habit from own-self at first. Let’s celebrate our birthdays not cutting cake instead planting a tree. Initiations should be paid from the government sectors and there should be good governance in service delivery and resource distribution mechanism of the state. Environment should be integrated in all economic activities like agriculture, industries, businesses, service sectors that guarantee sustainable development besides political willingness.<br />
“Youth” are seed, as seed does not turn itself into plant unless it is sowed in soil, provided with water and other required minerals. Youth require skills so as to function, but skill is not alien thing, it have to be developed. The voice of youth should be raised and heard for every decision making process as those decisions made today will eventually affect to the youth. Also, the old schools of thought are not working well, youth have power to change, energy and skill and have clear objectives for their own future so there should be representation of youth for the Rio+20 meeting next year.<br />
Many innovative minds can have a wider impact than a single one. So it is high time for the youth not only to sit together and built a pyramid of novel ideas to save the planet earth for ourselves and the future generation, but also move to the ground and be the real players so as to substantiate the idea ‘green economy’ in sustainable development. Let’s join our hands to protect our mother earth and pool our knowledge and skills to bring a Green change not climate change.</p>

Abstract:<br />
Soil is the fundamental constituent for plant nutrients and is affected by various components such as temperature, rainfall, altitude, aspect, vegetation cover, land use etc. This study was conducted to find the altitudinal variation of soil fertility in Langtang National Park (LNP) area. The soil samples were collected on April 2010 and laboratory analysis was done immediately then after.  Soil samples were taken from grazing lands almost at the rate of 500 meters variation in altitude in each sample around the trekking route starting from Syafru Bensi to above Kenjing Valley and brought to the laboratory for further analysis. Basic assumption we do have is that the soil fertility decreases with increase in altitude. The same hypothesis was proved by this study that the total nitrogen, available phosphorus, available potassium and organic matter decreased with increase in altitude.<br />

“The Green Forest, the Wealth of Nepal” (hariyo ban, Nepal ko dhan), the proverb itself is sufficient to explain how important is the forest for Nepal especially to those community who lack basic resources for their livelihood.  The dynamics and complexity of actor’s interactions, perceptions and power/knowledge in participatory forestry play a role in the exclusion of the women, poor, dalits and other disadvantaged social groups. While CF, in principle, emphasizes social as well as environmental objectives, there is, at the policy level, a lack of attention for social issues that would help tackle exclusion in a transformative way.<br />
The institutional set-up and structure of policy-making institutions such as the Department of Forest, power relationships between key CF actors and the process of knowledge development have contributed to develop and maintain an uncritical perspective. These institutional processes contribute to understanding and operating CF in an eco-centric view of forest management. This view ignores power as an important issue to be addressed for providing a space for participation by the poor, dalits and women.<br />
To argue that ‘community‘ or ‘local institutions‘ are the cause of exclusion and an obstacle for poverty reduction is not sufficient in the Nepalese CF. It is argued that actor’s interactions and power relationships at the policy level impact negatively on the poor and other marginalized groups. The extent to which CF policy supports these depends on power relationships between national and international actors, structures and knowledge within the government, and relationships, behavior and power positions of individual actors. Progressive ideas introduced through external forces will not benefit the poor and other disadvantaged groups unless actions are taken to overcome the current hurdles of actions and behavior put up by key CF actors.<br />

Climate change is an emerging problem of global scale having deep impacts at local scale. There is no debate in scientific community that whether the climate is changing. Effects of climate change encompass all vital systems supporting world populations, namely, water resources, human health, agriculture, forests and biodiversity. Nepal is among the most vulnerable countries to climate change since the annual mean temperature growth (0.04 degree Celsius) is at least six times higher than the global average. High mountains are warming faster than lower hills and plains. Fast receding glaciers and growing number and size of glacial lakes in the Himalaya provide strong visual evidence of global warming effects at local level.<br />
The largest terrestrial natural sinks of the world are now getting a great deal of recognition for their contribution to helping combat climate change. These sinks act as a huge source of GHG emissions and contribute nearly 30% of global emissions, out of which two thirds result from deforestation and forest degradation. This sector has not gained much recognition since the 1992 Rio Earth Summit, despite the fact that every year more than 13 million ha of forest area is lost, resulting in higher concentrations of CO2 in the atmosphere than those coming from other fossil fuels based transport sector.<br />
Deforestation and forest degradation, through agricultural expansion, conversion to pastureland, infrastructure development, destructive logging, fires etc., account for nearly 20% of global greenhouse gas emissions, more than the entire global transportation sector and second only to the energy sector.<br />
These days, forests have now come back to the centre-stage of the global climate change mitigation debate. REDD is an effort to create a financial value for the carbon stored in forests, offering incentives for developing countries to reduce emissions from forested lands and invest in low-carbon paths to sustainable development. REDD has been declared as a Ministerial priority by the Ministry of Forests and Soil Conservation (MFSC) in Nepal.<br />
This paper identifies what are the challenges and opportunities for and after implementing REDD in Nepal. The entire research was done based on secondary data sources available from research institutions and individual researcher, personal analysis and criticism was done for concluding.<br />

			<content:encoded><![CDATA[<p><strong>International Graduate Conference on Climate Change and People</strong>, the first ever of its kind, was held in Nepal, from 15 to 19 November 2010. The conference was organized by The Small Earth Nepal (SEN) and the Consortium for Capacity Building (CCB), University of Colorado, Boulder with the base funding of Asia Pacific Network for Global Change Research (APN). The event was formally inaugurated at the National Trust for Nature Conservation auditorium, Khumaltar, Lalitpur. The event was chaired by Professor Michael H. Glantz and the special guest was the Vice- Chairman of National planning commission Dr. Jagdish Chandra Pokhrel. Other guest of honor for the event were Dr. Surendra Raj Kafle, Vice- Chairman of National Academy of Science and Technology, Mr. Umakant Jha, Secretary, Ministry of Irrigation, Professor Gordon Young, President, International Association of Hydrological sciences (IAHS), Dr. Madhav Bahadur Karki, Deputy Director General, International Center for Integrated Mountain Development (ICIMOD), Dr. Robert Monro, Country Director, The British Council Nepal, Professor Futaba Kazama, ICRE, University of Yamanashi, Japan and Mr. Dhiraj Pradhananga, President, The Small Earth Nepal.<br />
The formal inauguration was followed by technical session. For five days there were presentations on climate change affairs, biodiversity, societal issues, indigenous knowledge, disaster management, social networking etc followed by open discussion after each session. In the conference, seventeen experts from varieties of fields as biodiversity, water resources, climate change science, natural hazards, policy, equity and ethics etc. shared their experiences and opinions among 150 delegates representing 17 countries from Greater South Asia and beyond. The conference was focused on multidisciplinary capacity building of graduate youths therefore the graduate students participated in the lecture sessions, interaction with experts, group discussions, panel discussions and forming network for advocating climate change affairs. The modality of the conference was such scheduled that the young graduates participation was simultaneously increased each day.<br />
The major issues raised there were fulfilling data gap through intensive research, youth networking for communicating climate change, economic support to affected people, fair and equitable distribution of resources and climate fund, developing alternative livelihood options for vulnerable communities, introducing and promoting indigenous knowledge etc. The conference also recognized women, children and marginalized people as the most vulnerable group and demanded to make special provision and mechanism for their adaptation. At the end of the conference, Eco Generation Network has been initiated among the delegates and beyond to share the information regarding research findings related to climate change and society. Eco Generation newsletter was published each day of the conference which remained a key attraction among the participants. The conference was concluded with the message of unifying together instead of blaming to fight against climate change. The conference also prepared a message to the delegates at the Conference of Parties (COP-16) of UNFCCC to be held in Mexico this year.</p>

		<title>Eco-Generation on the Move</title>

			<content:encoded><![CDATA[<p>Some remained inside the hall and some outside, wherever they were, all were engaged in discussions regarding climate change. Some were busy presenting an argument; some were supporting the ideas while some were debating about the climate change mitigation versus adaptation. The intensity of discussions was as high as a miniature version of COP.  Altogether the whole mass was divided into nine groups for the group discussion in various dynamics of climate change. “You have to choose only one issue among the given”, these were the words of Sameera Jaib, a delegate from Pakistan who was facilitating the discussion session. The discussion was a component of the proposed Eco Generation Network which is going to be established at the end of the conference for communicating climate change worldwide.<br />
The major issues under discussion were climate change in relation with biodiversity, disaster, economy, gender etc. Delegates were raising their country’s common voice for addressing climate change. The following day, they will be justifying their selected issues and the climate message to their respective heads of state. Each group will be discussing the assigned issue and will be presenting among the participating delegates on Friday. As a  result a common document shall be prepared which will then be sent to Mexico for COP 16. </p>

Twenty plus staff memberss at SEN have been actively involved since September actively for in the logistic management of the holding the conference  since September and half a dozens other of people have been involved since June for the to manage software management. “All of the logistics deal for the conference is okay,” says said Piyush Dahal, Communicationsng Officer at SEN who has been working for the preparation of promotional materials. He seems very busy and happy with added pressure as he has not shaved his beard for more than two weeks. “Though I have not taken my lunch for three days but , I am enjoying with the work,” he further adds, a smile in his smiling  spreading on his stubbly face. The conference aims to accommodate for more than 10 dozens one hundred and fiftytwenty of national and international graduate students and as well as experts with diversity of from various and diverse field from who will travel to Kathmandu from 16 twentysixteen countries.<br />
Fifteen experts having international expertise will be presenting in the conference. The conference venuehall at the National Trust for Nature Conservation (NTNC) has already been prepared and decorated. “The hall has been designedset up to accommodate 150 participants comfortably and all the preparations, including stall construction has been finished,” Niranjan Bista, Outreach Expert at SEN, says.  “Two hotels near the conference venue and one at in Thamel area have been reserved for international guests and participants,” says Ms. Kelli Lopez from co-organizers the Consortium for Capacity Building (CCB) at the University of Colorado, Boulder who has been maintaining the database of and corresponding to the participants, . Ms. Lopez, who has been maintaining the database of and corresponding with participants from the US for months,  arrived at in Kathmandu just three3 days backago.<br />
There will be shuttle service through bus and cars to the conference venue from those hotels and back to the hotel in the evening each day. The Vice-Chairman of the National Planning Commission (NPC), Nepal Dr. Jagadish Chandra Pokharel has kindly accepted the invitation as the chief guest for the inauguration ceremony of the conference and the Vice Chancellors of the Nepal Academy of Science and Technology (NAST),  as well as the secretary of the Ministry of the Irrigation will also be addressing the conference in for the inauguration ceremony. Moreover, the Prime Minister of Nepal, Madhav Kumar Nepal, taking time from his busy schedule,  has sent a welcome message to the organizers and participants even with his busy schedule. We thank him for his interest in this crucial event.<br />
Some 300 plus guests are expected for the inauguration ceremony. As Ankit Bilash Joshi, who is lead on the distribution of invitation cards, says, “Invitation cards for the inauguration and reception dinner have already been were sent before Friday by Friday to the high profile dignitaries.” says Ankit Bilash Joshi, who leads for distribution of invitation cards. Climate change researchers, activists, academicians, journalists, lawyers, advocates, bureaucrats, politicians, and practicenor practitioners have also been invited for the inauguration ceremony. Furthermore, the Rreception dinner has been organized on the same day in the evening at CW Restaurant at in Kamaladi and 250 plus guests and participants have been invited for the dinner.<br />
Dr. Michael H. Glantz (Micky) from CCB at the University of Colorado, Boulder at USA in his seventies has actively been working to make the conference a grand success and just arrived at Kathmandu two2 days back. Gordon Young, President of the International Association of Hydrological Sciences (IAHS), Canada  and vice Principal of Asian Institute of Technology (AIT), Thailand  are areis also now in Kathmandu as the capacity building members of the conferenceand will deliver the Keynote address on Wednesday 17 November. “We are all prepared for the conference, and I am in this final stage along with the rest of my team. S, soo, we can not wait any longer for the day to arrive,” says said Dhiraj Pradhananga, President of SEN and the chief of the organizing committee who has had several sleepless nights for the management of the conference who has several nights sleepless for the conference. The inauguration session of the conference is open for to everyone and the organizers are very much passionate to welcome the all guests interested in attending.<br />
